In the case of this anticipated program ADPP is the lead member of a consortium consisting of 4 consortium members.

 Short Program Description

The Ministry of Foreign Affairs of the Kingdom of the Netherlands (MoFA), via the Embassy of the Netherlands in Maputo intends to fund a 4-year food and nutrition security program in Mozambique targeting the development of smallholder farmers, small commercial farmers, and other agricultural-related SMEs in Beira Corridor in Manica and Sofala Provinces. While the agriculture sector employs over 80% of the rural population, and it is the main source of food security in Mozambique, low agricultural productivity (constrained largely by limited access to and use of improved inputs, poor agronomic practices and a weak policy environment) serves as a major bottleneck to the growth of the Mozambican agriculture sector.

In that regard the program seeks to:

·      Employ innovative ways and creative approaches to generate solutions to improving smallholder productivity.

·      Increase agricultural productivity and incomes of small-scale food producers, in particular women and youth, family farmers including through secure and equal access to land,

·      Ensure sustainable food production systems and implement resilient agricultural practices that increase productivity and production,

·      Increase food and nutrition security and rural incomes while improving climate resilience.

·      Create sustainable jobs and develop a competitive local agricultural industry.

·      Create conditions for availability of resources and inputs, knowledge, financial services, markets and opportunities for value addition and non-farm employment.

Help maintain ecosystems, that strengthen capacity for adaptation to climate change, extreme weather, drought, flooding, and other disasters and that progressively improve land and soil quality.

 Primary Roles and Responsibilities:

·      Provide overall leadership of the implementation, ensuring that the established program objectives, outcomes and project milestones are achieved timely and within the budget allocations.

·      Provide strategic technical direction, management, quality control, timely delivery of program´s results, and reporting.

·      Ensure planning and implementation of project activities, including monitoring the implementation of the project work plans. Planning has to be aligned with ADPP inclusive planning processes to ensure that program key positions and implementing partners all understand the wider frame work and support structure via broad inclusivity and responsibility towards the common goals of the project.

·      Oversee budget preparation and overall financial management and compliance to ensure strict fiscal accountability.

·      Oversee budget management while ensuring compliance with Embassy of the Kingdom of the Netherlands (EKN) requirements and ADPP policies and procedures

·      Serve as the main technical point of contact with the EKN, the consortium members, contractors, the government of Mozambique, other implementing partners and stakeholders involved in the program implementation.

·      Oversee the recruitment, training, and supervision of project staff.

·      Ensure effective collaboration and communication between the consortium members.

·      Represent the program, nationally and globally, in relevant fora and events

·      Timely identify issues and potential risks related to program implementation and suggest appropriate program adjustments.

Ensure the highest quality of programme monitoring, evaluation, reporting and communications.

 Qualifications and Competencies

·      Master’s degree in agriculture sciences, agribusiness, or related fields, with at least 10 years of experiences in working within the agriculture sector with focus

on linking smallholder farmers and small commercial farmers to private sector in Mozambique (can be combined with experiences from other countries in Southern Africa)

·      At least 5 years of progressive experience as Program Manager for managing large EKN-funded - or international donor funded programs in Mozambique.

·      Demonstrated ability to create and maintain effective communication and working relations with partners, at all levels, and project staff

·      Demonstrated ability to plan and monitor program implementation.

·      Demonstrated coordination, organizational and interpersonal skills.

·      Demonstrated strong track record in meeting deliverables and deadlines.

Agriculture, Food Security and Climate Change Resource Mobilization Specialist

About the position:

ADPP is looking for a specialist in resource mobilization and partnership building in the areas of sustainable agriculture, food security, fishery, environment, climate change, and renewable energy. The successful applicant need to have previous experiences in leading grant negotiation processes, identifying potential resource partners and being the lead coordinator and writer of high quality proposals for both national and international funding possibilities.                                                                           

The incumbent must support ADPP’s effort to complement government and other development partners, to improve agriculture and food security outcome in the country of which millions of Mozambicans’ livelihood is dependent while sustaining natural resources.

Key Responsibilities

  1. Identify and develop project concepts in the area of agriculture development, food security, climate change adaption and  mitigation sided with government strategic plans and align these with funding opportunities from private, bilateral and multilateral donors and other funding mechanism.
  1. Deliver coordination and “drive”  in the design of successful projects/ programs, which  involve identifying and working with several  resource partners often from government, private or public organizations and agencies.
  1. Provide knowledge and technical support for sustainable development of agriculture, food security,  fisheries and in general sustainable community based development and climate change projects aligned with relevant government strategies and with ADPPs priorities and approaches of implementation.
  1. Represent ADPPs in national networks, meetings, workshops as well as support engagement with international as well as multinational aid and financing agencies.
  1. Work closely with other team members on development of programs, projects, preparing proposals according to goals and plans of ADPPs partnership work.

Qualifications required

Bachelor or Master degree in Sustainable Agriculture Science, Natural Resources, environment, and Development Studies or related fields. Additional knowledge / skills in International development and communication is an added advantage

Work Experience:

  • Experience in project design with demonstrated creative skills.
  • Demonstrated strong proposal writing skills, include developing ToC and log frames
  • Demonstrated experience in leading grant development processes from start to end having resulted in winning proposals.
  • At least 5 years’ experience in direct working relationship with bilateral, multilateral donors, government, agencies and other partners,
  • At least 3 years in relevant professional experience in implementation of agriculture/climate change projects is an advantage

Responsibilities 

  • Oversee the OVC components of the activity, including work planning and reporting, and should have demonstrated experience related to the management and implementation of public health programs. 
  • Oversee all the programmatic and technical aspects of the project, including ensuring the technical quality of services. 
  • Coordinate the teams in the provinces and monitor the progress against the targets set.
  • Oversee the development and execution of the work, monitor the implementation of the work plans, and support coordination with local government and other key partners. 
  • Report directly to the CoP, support the CoP in providing technical direction to project implementation, and ensure that the OVC results are met. 
  • Ensure strong linkages with all other project components. This position supervises and works directly with the Program Officers. 

Qualifications

  • Degree in public health, social sciences, social work, child development, education 
  • Eight (8) years of experience in development, public health and HIV programs focusing on community-based HIV/AIDS care and support, gender-sensitive social and child protection with gender, OVC, AGYW and HEI in Mozambique 
  • Demonstrated skills in strategic planning, supervising field teams, program management, implementation, reporting and monitoring and evaluation, preferably for PEPFAR-funded OVC programs 
  • Familiarity with Mozambique’s institutional, policy, and programming context for OVC

  • Work closely with the district staff to ensure adequate reports and good data quality.
  • Conduct supportive supervisory visits to districts and help district supervisors to observe, monitor, guide, and provide feedback on the use of data and indicators and analysis of monthly data. 

Qualifications

  • A degree in demography, statistics, public health, mathematics, or another related field 
  • At least four (4) years of experience related to monitoring, evaluating, and reporting on programs related to HIV, social protection, or community development 
  • Demonstrated experience in surveillance and monitoring and evaluation, with preferred experience related to HIV and OVC programs 
  • Fluency in English and Portuguese
